Steel is widely regarded as a strategic commodity and a cornerstone of industrial value chains. At the same time, global steel markets continue to suffer from persistent overcapacity and the circumvention of existing trade defence instruments. With the adoption of the new EU Overcapacity Regulation, which is set to replace the expiring steel safeguard measures from 1 July 2026, the European Union is pursuing a new regulatory approach. Other countries are also introducing new steel-related import rules or have already done so. In parallel, the members of the Global Forum on Steel Excess Capacity (GFSEC) are negotiating a common framework for a coordinated response to global steel overcapacity.

The event will bring together European, national, and international perspectives and provide insights into the new EU regulatory framework as well as other national and international approaches to addressing global steel overcapacity. Confirmed speakers include representatives from the European Commission, EUROFER, the UK Department for Business and Trade, leading law firms, and academia.
