Transitional Justice Adviser for the Office of the High Commissioner for Human Rights (OHCHR), Sri Lanka
Julia Raue is the Transitional Justice Adviser for the Office of the High Commissioner for Human Rights (OHCHR) in Sri Lanka. Previously, she worked at OHCHR to advise the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Mr. Pablo de Greiff, on a broad range of issues relating to transitional justice (2012-2016). She has also focused on topics of state-building, constitutional reform, counter-terrorism issues, security sector reform and the independence of judges, prosecutors and lawyers. Prior to joining OHCHR in 2003, Ms. Raue worked with the Council of Europe's Venice Commission, non-governmental organizations in the Russian Federation and academia. She has a PhD in law from the University of St. Gallen (Switzerland), co-edited "Facets and Practices of State-Building" (Brill, Martinus Nijhoff Publishers), and is a current guest lecturer at the European Institute of Saarland University and at the Geneva Academy of International Humanitarian Law and Human Rights, for the new Master Programme in Transitional Justice, Human Rights and the Rule of Law.
